Fix phoenix sockets in dev mode 
phoenix requires the Origin header to be set to the actual address,
so "http://localhost:xxxx" will not work.

According to https://github.com/phoenixframework/phoenix/issues/4623 ,
1.6.2 seems to not have the disconnection bug.
